The European Commission has launched a public consultation to define the future European Affordable Housing Plan, scheduled for 2026. An initiative that not only seeks to respond to the crisis of access to housing in Europe, but also to activate new opportunities for innovation, investment and collaboration in the sector.

Until 17 October 2025, citizens, organisations, startups, corporates and public entities can submit proposals to build a plan that guarantees access to decent, safe and affordable housing.

The future Plan will focus on the construction and rehabilitation of social housing, the channelling of European funds towards impact projects and the coordination of public policies between Member States. At the same time, it incorporates a strong environmental and urban dimension: energy rehabilitation of the residential stock, sustainable urban planning and emerging challenges such as the regulation of tourist rentals.

Beyond the institutional sphere, this consultation is also a window for the innovative ecosystem under construction. Startups, scaleups and ConTech agents have the opportunity to transfer their vision and propose solutions that combine sustainability, digitalization and new models of public-private collaboration.

The consultation invites you to answer a questionnaire that ranges from financing and state aid to the use of empty buildings, urban densification or social inclusion. The objective: to collect ideas that add value on a European scale, without losing sight of the reality of each territory.
