Spain is among the most advanced European countries in policies to promote innovative entrepreneurship, after achieving 93% implementation of the Startup Nations Standards (SNS), according to the 2025 annual report of the Europe Startup Nations Alliance (ESNA), the results of which have been published by the Ministry for Digital Transformation and the Civil Service. According to ESMARTCITY: “Spain consolidates its position in Europe in policies to support startups and innovative entrepreneurship”.

This figure represents an improvement of two percentage points compared to the previous year and places Spain above the European average in all the standards evaluated. The report particularly highlights full compliance with Access to Finance and Inclusion, Diversity and Protection of Democratic Values, two key pillars for consolidating a competitive and sustainable ecosystem.

In terms of operations, Spain is among the five European countries where it is possible to create a company in one day, for less than 100 euros and completely digitally, achieving 98% compliance with the Digital First standard. It also highlights the agility in the processing of visas for international talent and the deployment of regulatory sandboxes in sectors such as finance, artificial intelligence, energy or urban innovation.

From a sectoral perspective, this positioning reinforces the environment for the growth of technology startups, including those linked to construction and industrial innovation. An agile regulatory framework, access to finance and international openness are essential conditions for the ConTech ecosystem to scale and compete at the European level.

In this context, the consolidation of Spain as an entrepreneurship hub reinforces opportunities to connect talent, capital and industry, a dynamic that has a direct impact on strategic sectors such as construction, which is increasingly supported by technology, digitalisation and innovation.
