Verification of the technical specifications for the operation of a public building allocated under concession system.

A public building will be operated under concession in accordance with a document of Technical Specifications for Operation (TSO) that stipulates what is expected of the concessionaire in terms of maintenance of the building in order to keep it fully operative throughout the full concession period and to handle it back in optimal condition when concession expires. The TSO have been verified according to a specific methodology making sure that they meet the concession contract terms, that they are up to date, that they match the actual building and its intended use, that the items to upkeep are properly defined and the schedule of operations complies with the codes and regulations.

Before tendering a remodeling works in a hospital to refurbish one section as a clinical laboratory, a preliminary check of the executive project has been performed. The analysis has been a search for conflicts or inconsistencies among the project documentation, the budget and the building specifications, following a methodology developed by ITeC. The analysis has taken into account the compliance with the technical and planning regulations, the quality control plans, waste management and health and safety plans, and also the provisions for maintenance and energy consumption during the operation of the facility.

In order to start the construction process with maximum guarantees, ITeC has reviewed the project, checking the coherence between documents, the compliance with the regulations and the plausibility of the prices used in the budget. Some issues were raised that had to be amended and that led to a new modified project, which was re-assessed again using the same revision protocol.
